Clare pursued her education at Harrogate Ladies' College from 1975 to 1982. She later attended The London School of Economics and Political Science (LSE), where she specialized in Economics.

• She then took on a role at Deutsche Bank, serving as Managing Director in London and Singapore from April 2005 to July 2009.
• Clare's expertise in auditing and risk management then led her to The World Bank, where she served as Auditor General from October 2009 to October 2013.
• She continued to showcase her skills as the Director of Internal Audit at the International Monetary Fund from January 2014 to October 2017.

• Clare’s commitment to public service is evident through her role at the International Federation of Red Cross and Red Crescent Societies (IFRC) as a Member of the Audit and Risk Commission since January 2020.
• Additionally, she has been a Board Member and Trustee at The Golden Charter Trust Limited since September 2020, where she chairs the Nominations and Remuneration Committee and serves on the Audit and Risk Committee.
